Match FPS, GOP and samplerate

I'm having a question about this article:

In the segment Exact durations it's recommended to choose the GOP-length so that video and audio match exactly.
In the following a formula is shown which confirmes the match by delivering the AAC-Frames.

My question now is which AAC-Frames-Values indicate a match? Is the criteria that they are integer? But that would mean much more options than listed in the tables of the article.

I'm asking this because I've heard if you shoot 30 fps or 23 fps you will have a problem with the audio
Let's say you record on double system on a DSLR and you have an external recorder. the audio will have a lag, is this true?
